Nuclear disarmament
Working paper submitted by Finland
The States Parties,
1. Underline the importance of the announcements by the United States
of America and the Russian Federation that they would unilaterally
implement reductions in their non-strategic nuclear weapons and
the full implementation of those announcements, which contribute
to international peace and stability as well as increased security
of all States Parties.
2. Welcome the intention, contained in the joint statement on parameters
on future reductions in nuclear forces issued at the Helsinki summit
on 21 March 1997, to explore in the context of START III negotiations
possible confidence-building and transparency measures relating
to tactical nuclear weapons.
3. Recognize the value of increased openness achieved through the
information provided by the nuclear-weapon States in the course
of the process of reviewing the Treaty on the Non-Proliferation
of Nuclear Weapons on steps they have taken or are taking in nuclear
disarmament, in particular regarding tactical nuclear weapons.
4. Support the objective of increased transparency regarding withdrawal
from operational use and dismantlement of short-range nuclear weapons.
