The Chinese delegation hereby proposes the following text for consideration
by Main Committee II and for inclusion in the report of the Committee
and the final document of the review Conference:
Non-proliferation of nuclear weapons
1. The States Parties firmly believe that it is necessary to establish a global security environment of stability, cooperation and mutual trust, so as to bring about the security of all members of the international community, thus removing the incentives of some countries to acquire, develop or retain nuclear weapons. This will be the basic guarantee for the prevention of the proliferation of nuclear weapons.
2. The States Parties request the abolition of the practice of double standards or multiple standards in the field of nuclear non-proliferation and believe that this is the most important prerequisite for the success of nuclear non-proliferation.
3. The States Parties urge the international community to enhance cooperation and dialogue in the field of non-proliferation issues, and to seek solutions to all concerns or issues of proliferation or non-proliferation strictly in accordance with the obligations, procedures and mechanisms, established by the relevant international legal instruments. The States Parties believe that this is the correct and most effective way to deal with the issue of nuclear-weapons proliferation.
South Asia nuclear issue
The States Parties express grave concerns over the nuclear explosions conducted first by India then by Pakistan, and reaffirm that United Nations Security Council resolution 1172 (1998) established the correct principles and directions for the solution of the nuclear issue in South Asia. The authority and integrity of the resolution must be safeguarded. The two countries concerned should fully implement the resolution at an early date.
The Middle East issue
The States Parties support the proposals made by the countries of the Middle East to establish a nuclear-weapon-free zone and a zone free of all weapons of mass destruction in the Middle East and the efforts they have made in this regard, urge the country in the region not yet party to the Treaty on the Non-Proliferation of Nuclear Weapons to accede to it at an early date, and request all countries in the Middle East to accept the full-scope safeguards of the International Atomic Energy Agency (IAEA) without any exception.
Safeguards
The States Parties emphasize that the IAEA safeguards system is an important pillar of the global regime for the non-proliferation of nuclear weapons. The States Parties fully support the IAEA 93 + 2 Protocol aimed at strengthening the effectiveness and improving the efficiency of the safeguards system, and urge all countries to conclude, ratify and implement the Protocol as soon as possible.
Nuclear-weapon-free zones
The States Parties respect and support the efforts by the non-nuclear-weapon States to establish nuclear-weapon-free zones freely arrived at among the States concerned. The States Parties are in favour of the efforts to promote the establishment of a nuclear-weapon-free zone in the southern hemisphere and adjacent areas, and affirm that the principles on establishing nuclear-weapon-free zones adopted unanimously by the United Nations Disarmament Commission in 1999 remain valid and should be observed faithfully.
