1. Proposed language:
"While the International Atomic Energy Agency (IAEA) must
strive to optimize its resources, the funding for safeguards activities
should be made available in a sufficient and predictable manner."
Rationale:
The workload of IAEA has significantly increased over recent years
and is likely to continue at a high level with an increasing need
for safeguards and verification activities.
2. Proposed language:
"States Parties should consider making the voluntary recommendations
for physical protection standards (INFCIRC/225/Rev.4) mandatory."
Rationale:
The IAEA recommendations for the protection of fissile materials
(INFCIRC/225/Rev.4) have been newly revised, but the extent to which
they are implemented varies widely at the national level.
3. Proposed language:
"States Parties should consider amending the Convention on
the Physical Protection of Nuclear Material with a view to broadening
its scope."
Rationale:
The Convention currently only applies to the protection of fissile
material while in international transport. A broader application
to nuclear material for peaceful uses while in use or storage within
a country is desirable.
