Resources for safeguards
Working paper submitted by Australia, Austria, Canada, Denmark,
Hungary,
Ireland, the Netherlands, New Zealand, Norway and Sweden
1. The Conference recognizes that IAEA safeguards are an integral
part of the international regime for non-proliferation and play
an indispensable role in ensuring the implementation of the Treaty.
For this reason, it calls on all States Parties to give their full
and continuing support to the IAEA safeguards system.
2. The Conference notes the financial constraints under which the
IAEA safeguards system has to function and calls upon all States
Parties to continue their political, technical and financial support
of IAEA, in order to ensure that the Agency is able to meet its
international legal obligations pursuant to, inter alia, safeguards
agreements under the Treaty and relevant United Nations Security
Council resolutions, and its increasing safeguards responsibilities.
3. The Conference requests IAEA to continue to identify the financial
and human resources needed to meet effectively and efficiently all
of its safeguards responsibilities. It strongly urges all States
to ensure that the Agency's budget provides these resources through
assured regular financing, and calls upon the member States of IAEA
to use the opportunity offered by the impending review of the safeguards
financing formula to agree on an equitable and stable formula which
will fully fund the Agency's safeguards activities.
4. The Conference emphasizes the importance of continuing to secure
IAEA staff of the highest standards of efficiency, technical competence
and integrity, and of intensified efforts to increase accordingly
the number of safeguards inspectors from developing countries and
from those other member States which are unrepresented or under-represented.
