Peaceful uses of nuclear energy

Working paper submitted by the Russian Federation


1. The States Parties note that the Treaty on the Non-Proliferation of Nuclear Weapons is the basis for the constantly expanding international cooperation in the peaceful uses of nuclear energy.

2. The States Parties consider that nuclear power can ensure stable, environmentally safe, economically advantageous development and progress in all areas of human activity in the twenty-first century.

3. The States Parties believe that issues of the safety of nuclear power need to be resolved, in the first place, at the technological level, and call for efforts to be coordinated under the auspices of the International Atomic Energy Agency (IAEA) for the joint formulation of long-term nuclear technologies which to a maximum degree meet the objectives of non-proliferation of nuclear weapons, ensuring nuclear safety, and resolving the problem of the treatment of radioactive wastes.

4. The States Parties propose that, under the auspices of IAEA, an international plan for the establishment of long-term nuclear technologies should be formulated which would ensure the safe supply of energy and, at the technological level, prevent the proliferation of nuclear weapons.
