NAC Resolutions "Towards a Nuclear
Weapon Free World" (L.3/Rev.1) and "Non-Strategic Nuclear Weapons"
(L.2/Rev.1*)
Mr. Chairman,
In 2000, Germany has voted in favour of the New Agenda Coalition resolution "Towards a Nuclear Free World".
Germany is fully committed to the goal of complete and irreversible nuclear disarmament.
We are convinced that as a part of the process to achieve this goal also non-strategic nuclear weapons must be eliminated.
We share the commitment to full and effective implementation of the substantial agreements reached at the 2000 Non Proliferation Treaty Review Conference. Indeed renewed vigorous efforts are needed to this end.
The New Agenda Coalition has presented this year two important resolutions on nuclear disarmament. We do agree on the final objective of a nuclear free world. However, we are convinced that this goal cannot be achieved in one leap. There is no alternative to a gradual step-by-step approach leading to the complete elimination of nuclear weapons. Regrettably, the two resolutions do not take due account of this fundamental point; textual suggestions that we made have not been incorporated in them. In addition some positive developments, which have undeniably taken place , are not reflected.
For these reasons Germany has reluctantly - decided to abstain on both resolutions.
