USA Explanation of vote on L.4, CTBT:
Mr. Chairman,
The United States delegation today voted "no" on the resolution
embodied in document L.4 because the United States does not support
the CTBT. As delegations are aware, in October 1999 the U.S. Senate
voted not to give its advice and consent to ratification of this
agreement. While the Administration has no plans to seek reconsideration
of the Senate's action, let me make clear that the United States
intends to maintain its moratorium on nuclear testing, in effect
since 1992. Further, we urge all states to maintain existing moratoria
on nuclear testing.
Mr. Chairman, the United States takes seriously its obligations under the arms control agreements to which we are a party. In that vein, I want to reiterate and emphasize the strong support of the United States for the Non-Proliferation Treaty (NPT). As a nuclear weapon state, the United States understand its special responsibility under Article VI of the NPT.
