The Committee will take action today on draft resolution L.49,
which urges the Conference on Disarmament to agree on a program
of work that includes immediate commencement of negotiations on
a Fissile Material Cutoff Treaty. The United States will again join
consensus on that resolution, because we support an FMCT that advances
US security interests. I wish to point out, however, that the United
States is reviewing specific elements of our policy regarding an
FMCT, and our joining consensus on this resolution is without prejudice
to the outcome of that review.
