Missiles
Republic of Korea delegation
My delegation wishes to explain its vote on Draft Resolution A/C.1/L.4
entitled, "Missiles."
Given the complexity and sensitive nature of missile issues, we
need to employ a focused and step-by-step approach to address them,
if we are to reach a concrete agreement. It was for this reason
that my delegation expressed its concern about the vague objectives
and unfocused approach of the resolution, which sought to address
the missile issue "in all its aspects."
With this concern in mind, the Republic of Korea participated in
the UN governmental expert panel of 2001-2002. However, primarily
as a result of divergent views on the objective and scope of the
panel's mandate, the panel failed to agree on specific recommendations.
In this regard, my delegation is concerned about the resolution,
which calls for the establishment of another UN panel with an unfocused
mandate.
My delegation holds the view that, in order to effectively address
complex security issues of global concern, the international community
should build on what has already been achieved. We must neither
underestimate nor undercut the valuable contribution that the existing
arrangement, such as the Hague Code of Conduct, has made with respect
to missile proliferation. In our view, this resolution fails to
aptly reflect these principles.
Based on the above-mentioned reasons, my delegation has abstained
from the vote.
