Conclusion of effective international arrangements to assure non-nuclear
weapon States against the use or threat of use of nuclear weapons
United States delegation
The United States has again abstained on draft resolution L.8 on
concluding international arrangements on negative security assurances.
We wish to make clear, however, as we have made clear in other contexts,
that the United States continues to oppose any proposal for an NSA
treaty, or other global, legally binding security assurances regime.
