My delegation wishes to explain its position on draft resolution
L.44 entitled, "Conclusion of effective international arrangements
to assure non-nuclear weapon States against the use or threat of
use of nuclear weapons."
As previously and repeatedly stated, it is the firm belief of my
delegation that any non-nuclear-weapon state, which is a state party
to the NPT and is in full compliance with all its obligations under
the Treaty, is entitled to be provided with full-fledged negative
security assurances by the nuclear-weapon-states. However, we do
not believe that such negative security assurances would be of a
nature to be provided to all non-nuclear-weapon states parties to
the NPT regardless of their behavior in fulfilling obligations under
the Treaty. The draft resolution continues to fail to reflect this
concern of our delegation. This is why we have abstained from the
voting.
