Disarmament and Non-Proliferation
Proposed Text from September 12th
1. We reaffirm our support for the global elimination of all weapons
of mass destruction and prevention of the proliferation of all such
weapons. We welcome progress in the areas of disarmament, arms control
and non-proliferation, and recognize the need to take additional
effective multilateral measures in conformity with the purpose and
principles of the Charter in order to achieve nuclear disarmament
and prevent the proliferation of nuclear, chemical or biological
weapons and their means of delivery.
2. The spectre of catastrophic terrorism has placed a new urgency
on the need to strengthen the non-proliferation regime. We are determined
to prevent terrorists from acquiring weapons of mass destruction
and their means of delivery
3. We affirm our support for the multilateral treaties whose aim
is to eliminate or prevent the proliferation of nuclear, chemical
or biological weapons. States Parties to these treaties emphasize
the importance of universality of these instruments and full compliance
with them in order to promote international stability.
4. We encourage States Parties to the Convention on the Physical
protection of nuclear material to seek early ratification of the
amendment adopted on 8 July 2005, and also encourage those States
which have not already done so to prom0ptly acce4de to the Convention
and ratify its amendment;
5. We resolve to revitalize and enable, as appropriate, the conference
on disarmament, the UN disarmament Commission and the First Committee
of the General Assembly to effectively address the existing and
emerging challenges to international security.
6. We reaffirm our commitment to take concerted action to end illicit
traffic in small arms and light weapon, including through implementation
of the 2001 UN Programme of Action to Prevent, Combat and Eradicate
the Illicit Trade in Small Arms and Light Weapons in All its Aspects.
7. We also urge States Parties to the Anti-Personnel Mine Ban Convention
and Amended Protocol II to the Convention on Certain Conventional
Weapons to fully implement their respective obligations. We call
up-on States in a position to do so to provide greater technical
assistance to mine-affected States.
Disarmament and Non-Proliferation Proposed
Text from September 9th
1. We reaffirm the centrality of the UN Charter for the maintenance
of international peace and security as well as the promotion of
disarmament and non-proliferation. Arms control, disarmament and
non-proliferation are essential means to promote and preserve international
and regional peace and security;
2. We further affirm that progress is urgently needed in the area
of disarmament and non-proliferation in order to help maintain international
peace an security and urge all States to pursue efforts to this
end;
3. We support efforts for the global elimination of all weapons
of mass destruction and prevention of the proliferation of all such
weapons in all their aspects;
4. We affirm our support for the multilateral treaties whose aim
is to eliminate or prevent the proliferation of nuclear, chemical
or biological weapons and the importance for all States Parties
to these treaties to implant them fully in order to promote international
stability;
5. We are determined to prevent terrorists from acquiring weapons
of mass destruction and their means of delivery;
6. We recognize the need for all States to takes additional effective
measures to prevent the proliferation of nuclear, chemical or biological
weapons and their means of delivery. In this context, we support
inter alia the creation of NWFZ in accordance with agreed UN guidelines.
We also support the increased effectiveness of International Safeguards
and Verification and national controls and laws to prevent proliferation;
7. We also affirm that prevention of nuclear, chemical and biological
weapons should not hamper international cooperation for peaceful
purposes, while goals of peaceful utilization should not be used
as a cover for proliferation
8. We resolve to revitalize and enable the Conference on Disarmament,
the UN Disarmament Commission and the First Committee of the General
Assembly to effectively address the existing and emerging challenges
in the field of disarmament and non-proliferation. In this context,
we urge the Conference on Disarmament to agree on a balanced and
comprehensive programme of work;
9. In the context of measures to promote the maintenance of security
at the lowest possible level of armaments, we commit ourselves to
implement the 2001 UN Programme of Action to Prevent, Combat and
Evaluate the Illicit Trade in Small Arms and Light Weapons in all
its aspects.
