2007 CD Work Plan for agenda item 1:
“cessation of the nuclear arms race and nuclear disarmament”

Informal meetings on CD Agenda Item 1: Cessation of the nuclear arms race and nuclear disarmament

Objective:
Hear the views of all members, and identify those issues that will require more focused attention during the second part of the annual Session.

Plan:
The first three informal meetings will provide members with an opportunity to point out and elaborate on issues under agenda item 1 that can benefit from further discussion, with a view to future negotiations. Members will recall that during last year´s informal discussions they focussed, inter alia, on the following issues:

  • a convention prohibiting the development, production, testing, stockpiling, transfer, threat of use or actual use of nuclear weapons and their elimination
  • phased nuclear disarmament
  • the establishment of an ad hoc committee on nuclear disarmament to start negotiations on a phased programme for the complete elimination of nuclear weapons
  • the link between nuclear disarmament and nuclear non-proliferation
  • a subsidiary body to deal with nuclear disarmament
  • transparency, irreversibility, verification
  • the role of nuclear weapons and security policy concepts
  • de-alerting, de-activation of nuclear systems

The last three informal meetings will examine the current status of nuclear weapon reductions. Experts will provide introductions to the issue (to be identified in collaboration with UNIDIR).
