2007 CD Work Plan for agenda item 6:
“comprehensive programme of disarmament”

Agenda Item 6 : Comprehensive Program of Disarmament

Work Plan

  1. The discussion of Agenda Item 6 will take place on week 5 and week 9.
  2. The discussion will comprise of three phases :
    1. Taking Stock of Issues
      The Coordinator will invite delegations to present their views on possible issues to be brought under agenda item 6.
    2. Listing of indicative issues
      The Coordinator will identify all issues that have been raised by delegations in the first phase.
    3. Identification of possible issues that can be moved forward
      The Coordinator will identify which issues are possible to be discussed in the next step (enjoy support from member countries, relevant to current challenges and needs, etc).
  3. The first phase will be conducted on week 5, the second and third phases will be held on week 9.
  4. The allocation of time for each phase is flexible and depends largely on the participation of member states.
  5. This is a member driven process and the coordinator will serve as facilitator.
  6. Some issues could possibly be raised under other agenda item, and it will be discussed also among the Coordinators.
  7. The Coordinator will report to the President on any developments.


Nature

  • Comprehensive
  • Encompass all the principles, measures and steps, whether non-proliferation or disarmament
  • The Programme is not equivalent to a convention or a treaty, but should be embodied in a legally binding instrument.
  • All countries should make full commitments to the Programme

Issues:

In 2001, based on consultations, Special Coordinator on the Review of the Agenda presented new approach on Agenda Item 6 (CPD) that :

‘any disarmament issues could be dealt with within this agenda’
