Thank you Madame President.  Madame President since it is the first time that I take the floor in this official setting I should like to extend to you our congratulations on the occasion of presiding over this Conference.  We are fully confident Madame President that your diplomatic experience will contribute in a positive way in order to push forward our work. 

Madame President, I should like to my deep appreciation for the efforts deployed by yourself since you have taken over the Presidency in order to find the adequate manner which will break this stalemate that has marked the work of the Conference over the past decade.  The Presidential decision in L1 is being studied in a bilateral or a multilateral negotiation setting in an atmosphere and comprehensiveness is for us the ideal manner in order to develop a consensus between the members of the Conference and it will provide the Conference with the ability to begin its work on a firm basis taking into consideration the interests of all the state members in an equal manner in order to reach the best formula that would allow our Conference to work on a clear basis and within the procedures that govern our work.

Madame President, the delegation of Egypt also fully appreciates the result of your negotiations which led to the complimentary document to L1 and its amended version which had been reached through the collective efforts of many delegations, amongst which, my delegation.  My delegation had provided lots of flexibility in order to allow reaching this current version.  We see that this current version, the amended version of document L1, is a good basis in addition to document L1 for the Conference to resume its substantive work and to allow us to reach a consensus that my delegation should like to join when it is completed.  The work had taken into consideration a number of the concerns that we have expressed and I would like to take this opportunity to extend to you our thanks for your understanding of our concerns.  At the same time we continue to hope that the text of paragraphs two and three would contain some amended versions in a slight manner that would contain larger clarity and precision and that is taking into consideration that we consider that we are discussing points of paramount importance to all of us.

Madame President I should like to thank you and I look forward to the continuation of these consultations until we reach a complete consensus by all members taking into consideration all sides and in a manner that would allow us to resume our work in a manner that would be constructive and would serve the interest of all and would further the aspects and goals of disarmament.
