China, unofficial transcript, August 16th:
Thank you Sir. Mr. President, now at the outset, I wish to congratulate you on your assumption of the Presidency of the CD, and express our appreciation for the hard work you have put during your Presidency in promoting the work of the CD, especially for your patience, wisdom and leadership in this process. I also share the assessment you have just made on the situation of CD.
Mr. President, over the past year, all the parties of CD, including 6 Presidents and Coordinators, have made useful exploration and tiring efforts with a view to revitalize the work of the CD, P6 proposal, and related Presidential Declaration, have laid a good foundation for the future work of the CD, and they may become a platform for breaking the deadlock of CD. Of course we also feel that the above documents are not a solution that has received unanimous support—hence there is a need for further efforts.
The Chinese delegation has all along actively participated in the relevant consultations like other Member States, we hope for an early end of the deadlock so that substantive work can start on matters on common concern. We also support the important efforts that have been made by the relevant parties concerned in this regard.
At the same time, I wish to recall the ideas raised by China on 19th June on document L1 and its Supplementary Declaration—that is the Supplementary Declaration, once an integral part of L1—will make it more rational and lucid. The wording of the Declaration in paragraph 3 has room for improvement.
The Chinese delegation will constructively continue to participate in the future consultations.
We also hope that countries will maintain their patience and confidence, and of mutual accommodating continue to accord full regard to the unresolved concerns of some countries.
We need to work together for a consensus solution. Thank you, Mr. President.
