Very briefly, I said that the Grad devices can be considered as a weapon in keeping with the definition of cluster munitions, maybe regarded in terms of definition of cluster munitions. We still need a definition of cluster munitions but the important thing here is that the Grad devices are indeed fired not on objectives, they destroy everything, they destroy people, they destroy infrastructure. And here they were used to fire on civilian populations and civilian settlements which is entirely unacceptable.
