Thank you Mr. President.
I would like to welcome you and the P6 on this session of the Conference on Disarmament, as well as echoing the condolences to Ambassador Akram in connection with the passing away of his mother.
Ambassador Jazairy described todays' meeting as another victory. In russia we have a saying, victory has many fathers and loss is always an orphan. And in this connection we are all children of victory I think, because each of us in this room has made a contribution to the success that we have today.
We feel it is very important that the historic decision on a Programme of Work was adopted by consensus. I don't want to single anybody out, but of course we must recognize that the key success in this victory was made by the P6 working as a united team and of course Ambassador Jazairy of Algeria who raised our work to an entirely new level, and drew the attention to the Programme of Work in the highest possible circles.
Like many, we regret the fact that we were not able this year to implement the adopted Programme of Work, in document CD/1864. But at the same time we hope that the nature of our discussions recently, and the report adopted today will pave the way to a rapid start to substantive work in 2010.
I would like to take this opportunity to assure the new P6 of the assistance and support of the Russian Delegation in their work. In conclusion I would like to express gratitude to the Secretary-General of the Conference and his entire team for the contribution they have made to our work and to our interpreters who I hope will have an even more responsible task next year in explaining to us what Fissile Materials are and how they are produced - as well as what these cosmic vessels and systems of weapons consist of.
