Thank you, Mr. President.
Allow me first to express also our condolences to the Ambassador of Pakistan on the occasion of death of his mother.
Now I would like to express to you, Mr. President, our deep appreciation for the excellent effort that you have made, successfully. It was not an easy matter, but with your well known diplomatic competence and keenness to maintain balance between all delegations and your success in finding a common groundwork for all; facilitated and helped us to adopt the report.
I would also like to thank the P6. This year was an excellent year. It is a year of optimism and today for instance we found the secretariat allowing us to see the sky for once and we hope that the conclusion for the session in this way will be an indicator of the blue skies we hope to see next year, with the same hope and optimism.
The P6 made a great, great effort this year and this is what allowed us to adopt a Programme of Work, which is the fuller part of the glass as the Distinguished Ambassador of Algeria said. The adoption came with the Algerian Presidency, with the extraordinary effort made by the Algerian Presidency and this deserves a great appreciation from all no doubt and our Delegation in particular.
However, optimism of course cannot continue without sufficient ground for the realisation of such hopes. There cannot be mere wishes, we need actions.
I would like to speak briefly about 2007. In 2007 there was a proposal that gave the impression hat we had almost reached consensus on a Programme of Work and to break the stalemate in the CD. But there was something missing. The CD could not deal with that little gap. In 2008 one further step was made forward. In 2009 I think that the CD made more than one step forward. I think that the lesson that could be drawn or the conclusion that can be made, is that there is still some little thing missing before our hopes can be met. The more we accelerate in filling this gap the more we will be able to quickly implement our wishes.
I do not think that there is a place that requires consensus as much as this Conference, especially in issues relating to armament and international peace and security. This is a question that is characterised that it governs relations between countries and this is an important and basic fact. There are many instruments that govern relations between countries, but shi governs relations between states in an interactive ways, in an exchange. It is not a simple exchange between these parties, but an exchange between all parties and that is why we think the rules of consensus and the logic behind the rule of consensus it its necessity to the CD. This issue of utmost importance, because in order to move forward we need to realise the importance of this point. We need to ask ourselves frankly why we are not able to implement the Programme of Work and as I said I think that it is necessary in order to achieve our wishes, we need to look at things realistically in a pragmatic way.
As I see hope with the light that has come into this room this day, I hope that we will have a new vision to be able to adopt a Programme of Work and to implement it next year.
