Thank You, Madame President.
I would like to join the other Delegates in warmly welcoming the new member of CD, Ambassador Ijssel of the Netherlands. I would like to express the deep appreciation of my Delegation to Madame President for your brilliant leadership and the strenuous efforts you exercised for many weeks.
Since I had the floor last week my intervention here should be brief. I had to share with other many previous speakers, our deep regret, serious concern and great disappointment for prolonged situation here.
My Delegation expressed its concern in the statement last week. CD is now at the cliff, close to telling the world of its inability to implement its own agreement made by consensus, namely CD/1864.
Madame President, from all the statements we have heard in this room so far it seems to me that it is not the intention of any single Delegation to block our procedure for starting actual work. Nevertheless we have been told, without understanding reasoning, that we could not start our work on all the important agenda items.
It is a big puzzle, but I believe it is not impossible to solve. We have to find an answer to this puzzle very quickly, by redoubling our effort so that we can get rid of dangerous skepticism about CD’s functions.
