Thank you Mr. President.

During the last plenary session I made a statement expressing China's wish to start substantive work at an early date. Therefore, in our view, first of all we have to be clear what the problems are. Secondly, what are our objectives?  Thirdly, what are the means by which we can resolve the problems we are faced with?

I originally did not plan to speak today, but having heard the statements of various parties I was about to have a clarification sought from the secretariat concerning procedural issues.

Having heard the previous statements I am rather confused.  The ambassador from Pakistan said that he had issued documents to be distributed to us. However, listening to the remarks of the respectable Australian ambassador, she had made exhausted efforts to do this. However, my question is whether these documents have been issued or not? This is my question.

Listening to these views I got the impression that regrettably I have to say that I got a different understanding as to that from the ambassador of Pakistan, with all my respect Ambassador. 

Because the honourable ambassador of Pakistan said just now that he had come up with amendment or amendments. However, it seemed that some delegations agreed to them, others had different views over these amendments you had come up with.

However I have taken part in all the plenary sessions. My impression is that I have not heard of anyone saying that they had different views towards your amendments. Of course, I have not yet seen the amendments you had asked to be circulated.

Therefore, as we speak now, my hope is that we could have clarifications from the secretariat as to whether there is such an amendment document from Pakistan. 

Certainly, assuming there is such a document it seems that only such a tiny issue exists. My impression is that we should concentrate all efforts on the resolution of this issue.

The honourable ambassador of Pakistan just now read this formulation that hey had come up with.

Personally, my feeling is that the efforts from the honourable ambassadors from Australia, Austria and all other parties, including Pakistan which came up with the amendment are part of an endeavour to resolve this problem. Therefore, it is my question whether we can find a solution on this issue.

Personally, I think through the efforts of the predecessors of the presidents and the current president we are coming to the solutions very closely.

Even though I am not saying that we are coming to the end of the tunnel I think I see an atmosphere that is very positive.

As far as China is concerned we have always been saying that we hoped to have agreement reached as soon as possible in order to start our substantive work as soon as possible.

We hope that all parties will work in a joint way to try to achieve this objective. However, the impression that people get is that we have been talking about different issues but that we do not know what the crux of the issue is. At least, we should concentrate on these existing issues so that we can find a solution to them.

We appreciate all the efforts from all parties and are willing also to play a constructive role in this process, in other words we would like to start substantive work as soon as possible. Right now. Just do it.
