Open-ended working groups
2007
The mandate of the Open-ended Working Group on SSOD
IV, as laid out in General Assembly resolution A/RES/61/60 of 3
January 2007, is to consider the objectives and agenda, including
the possible establishment of the preparatory committee, for a fourth
special session of the General Assembly devoted to disarmament.
Its mandate is further to submit a report on its work, including
possible substantive recommendations, before the end of the sixty-first
session of the General Assembly, i.e. by 17 September 2007. That
session of the General Assembly includes the agenda item on the
convening of a fourth special session devoted to disarmament (SSOD
IV).
In accordance with it mandate, the Open-ended Working Group met
on a daily basis between 25 and 29 June 2007 to discuss the agenda
of the SSOD IV, between 30 July and 3 August 2007 to discuss the
objectives for the SSOD IV, and again between 27 and 31 August 2007
to discuss the issues of a preparatory committee for the SSOD IV.
The Bureau of the 2007 working group was:

In accordance with its mandate as contained in General Assembly
resolution 61/60, the Working Group devoted 14 meetings to the consideration
of the objectives and agenda for the fourth special session of the
General Assembly devoted to disarmament. It also took part in an
all-day retreat. The Chairman prepared several working papers and
the Working Group also had before it proposals submitted by delegations.
At the third session, the Chairman presented a
conference room paper (A/AC.268/2007/CRP.6).
Ambassador Labbé introduced new methods to the working group
in order to foster a "critical mass of political support for
SSOD IV." He encouraged delegates to seek ways to understand
each other, to live with their differences, and to create conditions
to keep the idea of SSOD IV alive. To this end, he held a retreat
for delegates to talk about the issues, insisted everyone refer
to each other by their first names, and invited eleven non-governmental
organizations to speak at one of their meetings.
However, no consensus on the objectives and agenda for a special
session of the General Assembly devoted to disarmament was reached
by the Working Group. The Working Group recognized that further
discussion and exchanges of ideas were needed. The Working Group
underlined the need to refer the issue back to the General Assembly
for its consideration.
